Sistemang Pang-oran is a full-contact stick-fighting (Arnis Kickboxing System – ARKIBOS or Arnis Nicolas Style - ARNIS) system practiced by students of Modern Arnis Mano-Mano Filipino Martial Arts. It was founded by Punong Lakan Garitony C. Nicolas, father of Modern Sinawali. The word pang-oran comes from the northern part of the Philippines, which means "stick fighting" in English.

Techniques
The Sistemang Pang-Oran involves the striking of Arnis, disarming, punching and kicking techniques (for amateur rules) and sweeping and throwing (for professional rules). Pang-Oran was developed for the love of the Filipino martial art Arnis. It came from the heart of a real disciple of Arnis. Punong Lakan stresses that without his students and observing different tournaments like full-contact kickboxing, Karate, Arnis, and Taekwondo, etc. he would not be able to further develop the Pang-Oran system.
Looking at the physical aspect of the Pang-oran, the fighting techniques are clear but the founder urges that students should not see Pangoran as a physical aspect only but the student understands Punong Lakan’s philosophy for life is. Concentrating on a tournament alone is not enough because the student must also use his inner ability along with his heart or all will be futile. The student must always bear in mind his purpose for practicing the art.
TOURNAMENT RULES AND REGULATIONS
SCOPE
This tournament rule described briefly the standard procedures, guidelines and requirements for the safe, proper conduct and practice of the Sistemang Pang-oran or Arnis Kickboxing System (ARKIBOS) – Full contact stick fighting competition.
QUALIFICATION
a. For invitational Tournaments
Participating associations, schools or clubs must be legally registered or affiliated to any registered martial arts organization.
b. Entry Forms
Their respective club presidents, secretary-generals, coaches or authorized representative must sign competitor’s entry form. Their parents must sign minor competitor’s entry form or a guardian attested and recommended by their respective coaches and club president.
c. Team coach appointment must be submitted along with athletes and team entry forms.
OFFICIALS
An official body who will take charge in the implementation of all rules, regulations and requirements shall regulate the competition.
1. Tournament
- Over-all in-charge in the administration of al the rules, guidelines and requirements.
2. Technical Director
- Over all in charge in the implementation of all the rules and regulations.
3. Screening Committee:
a. Screening Officer – in-charge in the enforcement of all requirements.
b. Weighing Officer – in-charge in the weighing of participants.
c. Chief Physician – in-charge in all the over-all medical supervision of the competition, examination of participants and he/she is responsible for the examination of the medical certificate of being presented by the athlete.
4. Officiating Officials:
a. Matching Official – in-charge in the pairing of competitors.
b. Recorder – in-charge in the recording of the results of all matches.
c. Timekeeper – in-charge in the regulation of time, number of rounds and intervals between rounds.
d. Judges/Referee – in-charge in the conduct of the competition, awarding of points and deciding of winners in accordance with the rules and regulations of competition and in-charge in the safety of athletes inside the playing area.
EQUIPMENT
UNIFORMS
Clean white t-shirt or camiso chino, with no extra design or accessory, except for the printed name or logo of the club/country to which the participants belong and red loose pants or any Arnis uniform prescribed by the club/association.
Footwear for the competition is not allowed.
Number tags shall be provided for a participant and must be pinned at the back of the t-shirt.
PADDED STICKS
Size: Diameter – One (1”) inch
Length – Twenty Four Inches (24”)
Flexibility – 2 to 4 inches
Color – One (1) Red and One (1) Blue
GEARS AND EQUIPMENTS
For the safety of the competitors, the following protection gear must be provided:
a. head gear
b. body protector
c. padded stick
d. boxing gloves
e. shin guard
f. groin guard
g. arm guard protector
Competitors will be allowed to wear their respective uniforms.
PLAYING AREA
For amateur tournament:
8 meters by 8 meters
The surface must be flat and smooth not be elevated from the ground.
For professional tournament:
8 meters by 8 meters with two (2”) inches matting.
Note: Contest area shall be 7 meters by 7 meters.
NEUTRAL CORNER
The corner of the competition area farthest to the official’s table is designed as the neutral corner. This shall also be the consultation area for the referee and judges.
POSITION OF THE PLAYERS
Before the game starts, player must be positioned in the playing area so the red-coded player is at the right side of the referee and the blue-coded is on the left side.
PARTICIPANTS
- For Weight Division
- A team may consist of a maximum of eight (8) players with a
maximum of one (1) player per weight category; one (1) coach; one (1) trainer and one (1) medical doctor.
MEN / WOMEN
Pin Weight 41 – 45.9 kgs. / 37 – 40.5 kgs.
Fly Weight 46 – 50.5 kgs. / 41 – 44.5 kgs.
Bantam Weight 51 – 56.5 kgs. / 45 – 50.5 kgs.
Feather Weight 57 – 62.5 kgs./ 51 – 55.5 kgs.
Light Weight 63 – 68.5 kgs. / 56 – 60.5 kgs.
Welter Weight 69 – 74.5 kgs / 61 – 64.5 kgs.
Middle Weight 75 – 81.5 kgs / 65 – 69.5 kgs.
Heavy Weight 82 – 90.5 kgs. / 70 – 74.5 kgs.
Open Weight No weight limit
- For Open Division
- Is open only to the first placers of each weight division category or
open for the tournaments where all applicants shall compete regardless of weight provided they are the first placers of their respective division. For Team Division
- Must consist of five (5) players for every team/club. In case less than
five (5) players there will be a rounder and must register before the tournament start. In case the rounder is injured, the rounder is automatically loses the game.
(A rounder is a player who may compete in more than one (1) event or bout.)

Below 4’11” / Below 149.86 cm.
5’0” – 5’1” / 152.40 cm. – 154.94 cm.
5’2” – 5’3” / 157.48 cm. – 160.02 cm.
5’4” – 5’5” / 162.56 cm. – 165.10 cm.
5’6” – 5’7” / 167.64 cm. – 170.18 cm.
5’8” – 5’9” / 172.72 cm. – 175.26 cm.
5’10” – 5’11” / 177.80 cm. – 180.34 cm.
6 feet above / 182.88 cm and above
Black Belt Division
Must submit a photocopy of their certificate and attached to their entry form.
Colored Belt Division
Must submit a photocopy of their certificate, which is to be to their entry form.
Note: Black belt can not play to the colored belt division and vice versa.
QUALIFICATION
For invitational tournament: The applicant should be a member of an Arnis Club or organization.
For within the club tournament: the applicant should be a member of the MAMFMA and to which a corresponding MAMFMA ID card to that effect has been issued.
The participant shall meet al the requirements in every division in which he/she is to compete.
The participant shall accomplish a tournament application form properly and completely.
DUTIES AND RESPONSIBILITIES
Participants
The participants must have a full knowledge of the rules and regulations of the game and are bound to follow the same.
Participants must accept the decision of the officials with sportsmanlike conduct, and without dispute. In case of doubt, only the coach may request for clarification immediately after the match.
Participants must at all time observe proper decorum such as respect and courtesy towards the referee, other officials, opponent, teammates and, even, spectators.
Player who is not actually playing should sit on the team bench provided for them outside the free zone.
Only members of the team who are officially listed are allowed to sit on the bench during the match.
The Coach
The coach is responsible for informing his/her players of the risk of injury.
For the conduct and discipline of the players.
During the match, he must sit at the player’s bench assigned to their team.
Only during the time-outs and interval between the rounds may the coach be able to give instructions, without entering the playing area or delaying the game.
MATCHING/PAIRING
Blind matching / pairing shall be adopted in most cases where the number of participants will allow it. Otherwise, a round robin system shall be used. This shall be done at least a day before the tournament. Representatives from the respective teams shall be invited to observe the matched / pairing.
BOUTS
For Amateur 3 rounds X 2 minutes per round
For Professional 5 rounds X 2 minutes per round
In case of draw, winner shall be decided based on the aggressiveness, major techniques, artistic delivery, attitude, and best time and over all score.
SCORING
Amateur First five (5) points per round
Professional Highest point per round
Disarming – a player who loses grip of his or her cane shall merit automatically loss in a round. All Disarming must have a follow up Arnis strikes, punch or kick.
TIME-OUTS
Only the contest referee may stop the time for the following reasons:
Giving warnings
Injury occurs
Declaring winner
Disarming is executed
Judges request for time-out
Consultation with the judges
Changing or fixing of soiled uniform or broken equipment
End of set
COURTESY
Courtesy is expresses through bowing. Placing the right hand with the cane over the left chest does this. Upon entering the playing area, contestants must do the courtesy to the officials, together with the referee. Finally, courtesy must be given to the opponent. This shall be done BEFORE and AFTER every set match.
ALLOWED TECHNIQUES
For Amateur Rules:
Punches – Upper cut, straight punch, hook punch
Kicks – Frontal, Roundhouse, Side and Back Kick
Note:
No punching and kicking on the face and below the belt.
All techniques must have a proper delivery.
Jumping while holding the stick for striking purpose must have a follow up punch or kick with proper execution.
For Professional Rules:
Punching, Kicking, sweeping and throwing techniques are allowed.
Note:
Two combinations of punching or kicking with follow up Arnis strikes or vice versa.

DEFAULT
A player who does not present himself in the playing area after three (3) consecutive calls shall automatically forfeit the game. The referee shall make the decision upon confirmation by the Technical Committee. The winner by default in this match shall enter the playing area and do the courtesy.
TECHNICAL DISQUALIFICATION
Referee may disqualify players if any of the following is committed:
A player who commits a dangerous intentional foul that inflicts injury or not to the other player is automatically disqualified and declared the loser by the contest referee.
Any disruptive action or behavior of the player and/or his/her teammates, coach, relatives or friends that break the spirit of the sports, shall mean a disqualification on the player involved.
If a player throws the Arnis stick is automatically disqualified. He/she must respect the Arnis stick as well the principle of being a disciple of Arnis.
If for one reason or another, one of the contestants is disqualified, the other player shall be declared a winner.
INJURIES
When an injury occurs during the contest and it cannot be continued, the decision shall be based on the following grounds:
When an injured party is responsible for the injury, the other party wins
When the injury caused by the other party, the injured party wins
When the responsibility of injury cannot be determined, the judges shall base it on the score
When a legal blow causes the injury, the injured party loses
When the injury is caused by an illegal blow, the injured party wins

OBJECTION TO REFEREE AND JUDGES DECISION
The competitors should respect the decision of the officiating officials. The competitor has an objection to the judges or referees decision; complaints can be forwarded to the officiating table in writing along the appealing fee, through their respective coaches and/or team managers. An appeal must be made not exceeding one (1) hour after the particular bout.
WAIVER
All competitors must submit and accomplish their waiver forms signed by their respective club president, coaches or authorized representative.
AMENDMENTS
Any proposed amendment may be submitted to the Committee on Rules and Regulations for deliberation. And only upon the approval of the members of the committee may be said proposal be included in the tournament rules and regulation of the Pang-Oran Tournament or Arnis Kick Boxing System (ARKIBOS).
